Astro-Databank gives this chart its top grade, AA. Craft, the collector, quotes the birth certificate (#84-4156) "in hand from Santa Barbara County Clerk, Recorder and Assessor." It reads 7:58 a.m. Pacific Daylight Time.
An earlier entry leaned on a book. Joe Polise had quoted "Katy Perry: An Unofficial Biography" by Alice Montgomery, which was taken to give 6:59 a.m. On April 24, 2015, a contributor signing as S.C. wrote that the page with her birthdate is missing from the online preview, so the book itself needed checking, and added: "I found articles of her saying she's a 'triple Scorpio.'"
Astro-Databank also quotes Susan Miller, in an Access Hollywood article by Erin O'Sullivan: "She's a triple Scorpio. She's Scorpio with Scorpio rising, the moon in Scorpio." Only the certificate time fits those words. At 6:59 a.m. Libra was rising, and Scorpio began at 7:06 a.m.
