The portrait most often quoted sits in Christian Astrology, which William Lilly published in London in 1647. His entry for Libra reads: "It personates a well framed body straight, tall and more subtill or slender then grosse; a round, lovely and beautifull Visage, a pure sanguine colour; in Youth, no abundance or excesse in either white or red, but in Age usually some pimples, or a very high Colour, the Hair yellowish, smooth and long."
The pull toward beauty in that passage follows from the ruler. Venus is the planet of attraction and harmony, and astrologers carry its reputation onto the sign it governs, so the old portrait of Libra is graceful and pleasant to look at. Lilly wrote for readers who expected a sign to match a body. Today the description reads better as a mood, an easy and symmetrical kind of presence.

Venus, chart ruler of Libra rising
Every sign is assigned a planet, and the planet assigned to your ascendant sign becomes the chart ruler.
