His "form and description" of Scorpio reads: "A corpulent, strong, able Body, somewhat a broad or square Face, a dusky muddy complexion, and sad, dark Hair, much and crisping; an hairy Body, somewhat bow-legged, short necked, a squat, wel-trussed Fellow." Traditional astrologers read appearance from the rising sign together with its ruler and any planet close to the ascendant, which is one reason a single sign description rarely fits a real face.
Treat all of it as folklore. Your genes, your age and your whole chart decide far more than one sign. If the description fits you, it is likely the manner people are describing: the stillness and the long look.
Scorpio rising woman and man
A Scorpio rising woman is usually described as composed and hard to rattle, with a presence people feel before she says much. Guides often add that she keeps a clear line between people she trusts and people she is still deciding about. To some, that line can read as coldness. Her style is often described as dark colors and a single strong detail more than trends.

Mars and Pluto: the rulers of a Scorpio rising chart
