It fits some people and misses most, because genes, age and the full chart do more to a face than any single sign.

Mercury: the ruler of a Virgo rising chart
Every sign has a ruling planet, and whichever planet rules the sign on your ascendant is called the chart ruler. Virgo's is Mercury, with no modern co-ruler (Pisces and Aquarius do have one).
