Elizabeth Taylor was a British-American actress. She made her film debut in There's One Born Every Minute in 1942, signed with MGM in 1943 and became a popular young star in National Velvet (1944). She won the Academy Award for Best Actress for BUtterfield 8 (1960) and a second for Who's Afraid of Virginia Woolf? (1966), and she was one of the most popular stars of classical Hollywood cinema. She died on March 23, 2011, at 79.
A consular record and her mother's words
Sy Scholfield supplied her U.S. Consular Report of Birth, the record made for an American child born abroad, and it states 2:30 AM. Alexander Walker's biography agrees, and Astro-Databank rates the chart AA.
Her mother is quoted slightly differently. Bob Prince cites Good Housekeeping (March 1989, p. 197), which excerpts "My Daughter Elizabeth," written by Mrs. Taylor: "She was born around 2:00 AM." Prince also has a signed photo from Taylor with 2:00 AM on the back.
Older entries point elsewhere. The Church of Light gave 7:56 PM (from Adrienne Ziegler, 1958), a British astrology magazine of July 1970 gave 6:56 PM, Lucy Bonnet gave 9:00 PM and Wilhelm Konig 1:30 AM.

Rising sign, midheaven and Moon calculated by us for each time on February 27, 1932, London, Greenwich Mean Time.
Sagittarius rising at all three night times
The 2:30 a.m. chart has 13°16′ Sagittarius rising. Sagittarius was up in London from 1:20 a.m. to 3:49 a.m.; the consular time is 70 minutes into that stretch and 79 minutes short of Capricorn.
Her mother's 2:00 a.m. puts the ascendant at 7°32′ Sagittarius and the 1:30 a.m. time at 1°58′ Sagittarius, both still Sagittarius. The midheaven tells them apart: Libra at 2:30 and 2:00 (held from 1:38 a.m. to 3:29 a.m.), Virgo midheaven at 1:30. The evening times break away completely, with Libra rising at 7:56 and 9:00 p.m. and Virgo rising at 6:56 p.m.
Jupiter, the traditional ruler of Sagittarius, is retrograde in Leo at 15°11′: the 8th house by Placidus, the 9th by Whole Sign. Sagittarius rising is said to give an open, restless first impression.

Venus on top of Uranus in Aries
Venus is at 17°10′ of Aries and Uranus at 17°04′, only 0°06′ apart. Nothing else is closer. The pair is in the 4th house by Placidus (home and roots, in the tradition) and the 5th by Whole Sign (play and performance).
Venus with Uranus is said to bring a taste for the unusual and sudden shifts in attachment. Jupiter in Leo trines both, 1°59′ from Venus and 1°53′ from Uranus, which makes a loose fire triangle.

Neptune in Virgo, facing the Pisces cluster
Sun, Mercury and Mars are all in Pisces, at 7°18′, 7°29′ and 1°35′. The Sun and Mercury are 0°11′ apart, and the Sun entered the sign at 8:29 p.m. on February 19, a little over a week before she was born.
Neptune, retrograde at 6°36′ of Virgo, sits across from them, 0°42′ from an exact opposition to the Sun and 0°53′ to Mercury. It is the modern ruler of Pisces, and Virgo is the sign opposite Pisces. The Pisces group is in the 2nd house (Placidus) or the 4th (Whole Sign); Neptune moves from the 8th to the 10th, the house of public standing.

Moon in Scorpio, the same on every clock
The Moon is at 15°45′ of Scorpio and was in that sign all of February 27, so none of the six times changes it. Placidus puts it in the 11th house, Whole Sign in the 12th.
Jupiter in Leo squares the Moon, 0°34′ from exact, and Pluto in Cancer trines it, 4°28′ off. In the tradition a Scorpio Moon holds feeling close and keeps it private.
